Steering goes notchy when these bearings dry out, rust up, or pit from hard landings. You feel it in the bars: vague off-centre, sticky through the chop, twitchy on fast straights. Factory Links rebuild the head-stock on newer CRF 250 R and CRF 450 R chassis with tapered rollers and seals cut to the right tolerances for the Honda head tube. Pack the races with waterproof marine grease, check the stem itself runs true before it goes back in, and torque the stem nut to spec. Done right, the front end tracks clean again and the bike turns where you point it.
