The bar-end anchors for a Probend wrap-around guard. An expansion bolt spreads inside the hollow bar and locks the outer loop solid. Heavy side-impacts and constant vibration work these loose over time, and a guard that pulls out or rotates is no guard at all. New inserts put the lock-up back. They suit standard hollow bars; clear any swarf or debris from inside the tube before you slide them home, or the expansion won't seat true and the hold will fail under load.
