What it is

1.85-inch rubber-coated alloy rim lock. It bites the tyre bead against the rim so the carcass can't rotate under braking or hard drive and rip the valve stem clean out of the tube. The rubber jacket gives a softer interface, seats the bead a touch better, and stops the alloy body chafing the inner tube where it sits in the well. Common size for 125 rear wheels and wider front rims on 250F and 450F builds. Fit the tube, seat the lock in the well, finger-tight the nut, inflate and bed the bead, then torque to your workshop spec.
